Students and parents are worried that proposed high school boundary changes could erode the selection of classes offered at Samuel Robertson Technical Secondary. Parents and students from SRT came to the facilities open house hosted by the Maple Ridge-Pitt

Meadows School District on Wednesday at Thomas Haney Secondary. SRT was built to accommodate 600 students, but approximately 800 are there, many attending classes in a dozen portables. Garibaldi Secondary was constructed to handle more than 1,000 students, but is under-utilized, and has a school population of about 750 students, including 125 international students. The district proposes new boundaries to even out the two schools’ populations. With its

current boundaries, SRT has a catchment that is less than a quarter the size of Garibaldi’s, but in a more densely populated area. The board presented three options for redrawn boundaries, and two of them would shrink the SRT catchment to less than half of its present size. SRT Grade 10 student Olivia Leaf talked to school board trustees and district staff about her fears over the changing boundaries, which would come into effect in September 2016. “I’m concerned that SRT’s cur-

Ridge Meadows RCMP shot and killed a female cougar early Wednesday after it had attacked and killed a dog in a back yard on Marc Road. Police got the call about 4 a.m., and learned that the lab had been taken from its porch. It wasn’t long before police found the cougar in a nearby ravine. “The cougar was located very close to the dog and was dispatched on site,” said conservation service officer James Kelly. The cougar was a skinny female, though not emaciated, weighing about 30 kilograms. He added that the behaviour of the animal can determine whether an animal is shot or not. Most cougars are elusive and will run or climb a tree when they hear people approaching. But this one didn’t move and just laid beside its kill.

boy who started a sterling military career as an army cadet in Maple Ridge, flourbombing his ‘enemies’ during mock battles, is now a captain training the Ceremonial Guard in Ottawa. Capt. Darby Whitebone is drilling the Ceremonial Guard of the Canadian Armed Forces. With their scarlet tunics and tall, black bearskin headdress, guards are patterned after those at Buckingham Palace in London. The changing of the guard in Ottawa is also a spectacle for tourists in Canada’s capital. “For over 50 years, the Changing of the Guard has been a top Ottawa summer attraction, having thrilled thousands of visitors on Parliament Hill. David Johnston,” according to the Armed Forces. Whitebone joined the 1838 Royal Canadian Army Cadets in Maple Ridge in 1969, and loved it. It inspired a successful military career. He went to summer camps in Vernon and Banff. When he graduated from Maple Ridge secondary, he joined the reserves. Whitebone got the chance to serve as security for the 1976 Summer Olympics in Montreal. He enjoyed the preparation and the professionalism – riot training, internal security and other work to keep the Games safe. “I thought ‘This is what I want to do,’” and Whitebone became a full-time soldier. He joined the storied Princess Patricia’s Canadian Light Infantry. He has more than 41 years of military service, including those cadet days in Haney, and his present work with the Loyal Edmonton Regiment, a primary reserve infantry unit. He has been presented numerous decorations and medals for extensive service in Afghanistan, Sudan, Sierra Leone, Cyprus and other locations around the globe. Now, at 58, he has joined the Ceremonial Guard – the most recognizable military unit in Canada. “A wise old general once told me that a

soldier’s job is not complete until you pass on your knowledge to the next generation,” Darby said. “It is my intention to take back this experience to the army of the west.” He is instructing this year’s guard in intensive drill training, while stressing attention to dress, deportment, and physical training. Whitebone expects nothing but the best from his soldiers when they are inspected by the governor general. The parade commander said this summer’s posting is an honour, and he represents all of the military units across the country in his post at the nation’s capital. He is not there to provide security. The two 100-soldier guards are strictly ceremonial. During the summer, Whitebone will also participate in Ceremonial Guard appearances around eastern Ontario, and as well as the culmination event known as Fortissimo. That military and musical event takes place on the lawns of Parliament Hill. It features massed military bands, pipes and drums, guest performers and the soldiers of the Ceremonial Guard. It will take place July 23-25. Whitebone retired from full-time military service in 2005, but hasn’t completely left the life. He enjoys working with the reserves in his new home in Edmonton.

CARE Man who called out to girl sought FOOT FULL

Ridge Meadows RCMP have issued an artist’s sketch of a man they are seeking in connection to a possible child-luring incident in May. The man is described as South Asian, with a red turban and a grey beard, between 50 and 60 years old. He was driving a newer model, black extended-cab pickup truck. Police say at about 6 p.m. on May 19, the man called out to a young girl playing in the area of 228th Street and Ritchie Avenue, just behind Lougheed Highway and the McDonald’s restaurant. The man asked the girl to get into his truck, but the girl ran to a neighbour’s home, where police were called. Ridge Meadows Mounties point out

that while the man didn’t approach the girl or try to grab her, they still want to talk to him and find out why he called out to the girl. They’re hoping that someone might recognize the man in the sketch and call police.

Voyeurism charges Charges have now been laid against a man arrested May 8 at the Pitt Meadows Family Recreation Centre. Police say a girl saw a man enter the woman’s washroom, around 4 p.m., and look at her. Dillon Jarnail Heir, 24, is now facing a charge of voyeurism. “Heir appeared in court last week, and has been released on strict conditions that include not being allowed to attend within a two-block radius of any recreation centre, school, playground, or community event where children under 16 years of age may be present,” said Const.

Amanda Harnett. Ridge Meadows Parks and Leisure Services have also banned Heir from all rec centres and parks under the authority of the Maple Ridge and Pitt Meadows parks bylaws. The ban is until further notice.

Three arrests Ridge Meadows RCMP have made three arrests Tuesday in downtown Maple

Ridge. A man riding his bicycle on Fraser Street near North Avenue was picked up on a sexual assault charge, while a short time later, a woman was arrested for possessing illegal drugs in connection with a May 2014 incident. Another woman was arrested at the Villa Torni apartments for violating her curfew. All three appeared Wednesday in Port Coquitlam provincial court.

Owning it The road to healing for First Nations people all across Canada got underway some time ago, although there have been many bumps along the way. One of the most important acts, which was entirely symbolic but nonetheless critical, was the public apology by Prime Minister Stephen Harper in 2008. This was issued to all the survivors of the residential school system, and it served to set into motion the Truth and Reconciliation Commission. Over a six-year period, the commission has gathered plenty of evidence to show that, beyond a doubt, this painful part of Canada’s past has affected present-day relationships between aboriginal people and other Canadians. The residential school legacy has also deeply affected aboriginal communities and families. The commission’s report made a host of recommendations. These need to be taken seriously and a plan looking at implementation needs to be drawn up. However, it is important to point out that leaving action on these recommendations to various levels of governments — particularly the federal government — would likely lead to more problems. The feds have responsibility for aboriginal relations, but have handled the file poorly, throughout Canada’s existence. Governments have some bad habits. One is to make solutions so complex, and involve so many layers of bureaucracy, that concrete action leading to genuine change is difficult. Often, it is impossible. By contrast, First Nations across B.C. and in many other parts of Canada have taken important steps in recent years which will lead to real and meaningful change. They have done so by getting actively involved in the economy, education and other important areas. While it required court action to make provinces and Ottawa see the necessity of this, it is happening in many areas of the country. Bands have set up successful business corporations, creating jobs, leading to economic activity, emphasizing sustainability and, most importantly, leading to a new sense of purpose. Similar things are happening in many other First Nations. Young, energetic leaders are taking action on many fronts to improve the lives of their people.

trange changes take place as we travel down the road of life. Some of these things we experience are the result of either growing awareness or a gradual decline into senility. I choose to describe this process as expanding maturity because it Sidewinder sounds nicer. One of the changes Sandy Macdougall I have noticed is that my regular barber frequently lies to me much more than he did a few years ago. A good example of his prevarication took place when I dropped in for one of my infrequent haircuts. I didn’t notice whether or not he had swept the floor around his barber’s chair prior to my arrival, but part way through the haircut I noticed a disturbing amount of gray hair on the floor. When I inquired as to the origin of the hair, he replied that it came from my own head. I responded that his answer is a distinct falsehood as I know perfectly well that I don’t really have gray hair. Imagine my shock when he turned the chair around so I could view my own image in the huge mirror on the wall behind his chair. I could easily see that the little hair remaining on my head was definitely

very gray. How did this sneak up on me? I told the barber that it was premature graying. He just laughed and said I was 75 years old and wouldn’t likely ever mature. Other irregular occurrences have also repeated themselves more frequently in recent months. Let me explain. I like to think of myself as a gentleman and treat my dear wife with the respect she deserves. That includes leaving my teeth in until after I kiss her goodnight as part of our nightly routine. However, I have let my manners lapse recently and have given her an occasional smooch after removing my dentures. Her reaction tells what I need to know – that this approach is not much fun for her. It’s also embarrassing to forget to put my dentures back in my mouth before leaving our apartment and only discover this oversight when someone at morning coffee points out that I seem to be missing something. I sometimes find myself wandering around our apartment dressed in only my briefs, and that’s alright as long as I don’t forget to put on some trousers before I leave. No teeth is one thing but there’s just no telling what sort of reaction it might inspire if I showed up for morning coffee without my pants on. Any of you over the age of 65 or so will have noticed how everyone on the road drives faster than you. We all used to drive

It’s really funny how the car I drive now is capable of fairly high speeds, which I never even think about, while some of the old beaters I used to drive were barely capable of keeping up with the flow of traffic. I am constantly reminding my dear wife that she mumbles too much but she simply replies that I am going deaf. My usual response is, “What did you say?” She actually thinks she is speaking clearly and fluently. I think she just can’t hear herself mumbling, but I meant those vows we exchanged many years ago about sickness or health and I will continue to love her despite of her emerging shortcomings. It’s been said since the beginning that many of these people were looking for a hand out rather than a hand up. Now we’re starting to see that for a uncomfortably large number of homeless that is turning out to be true. The outreach workers are on Cliff Avenue and yet people are moving to Edge Street. The Caring Place and everything else that the homeless have been demanding has been set up because they were centralizing themselves onto the Cliff Ave. area. How exactly does going over to Edge St. – and hiding behind the tree line – going to help them access the services they claim they so desperately need? Sob stories about threatening behaviour are nothing new. Most claimed they went to Cliff Ave. to demand help because of threats and alleged acts of violence against them. Now they’re leaving for the same reason? Pretty convenient if you ask me.

‘Being homeless is a choice’ Nicole Alvernaz · Re: Barbecue at Cliff Avenue camp (mapleridgenews.com). I was homeless. It’s been two and a half years I’ve been in recovery. I spent two of those years in the Salvation Army’s Caring Place – the genesis program. The only reason, and this is just my opinion, that people are homeless is mostly addiction, and of course mental health issues. When I was in my addiction, I chose to be homeless cuz I spent every penny I had on drugs. Once I wasn’t on drugs anymore, and got the help I needed, I no longer was homeless. I think it’s a choice, not a great one, but a choice nonetheless. Ninety-five per cent of the people that I knew who were homeless, too, were also drug addicts. Once a person gets help and no longer is addicted to drugs or alcohol, you will more likely find them not living on the streets. I’m sorry to say, but if people just got help for their addictions there would be a lot less homelessness.

Editor, The News: Re: More taxes, still more taxes (Letters, June 5). Ian Strachan is right on the money, especially the amounts granted each year to the downtown Maple Ridge facade improvement program. In concert with the Downtown Maple Ridge Business Improvement Association, grants are given to private property and business owners to a maximum of $10,000, or $20,000 if a corner building. Taxpayers are on the hook for 50 per cent of total cost. For example, in 2011, Fuller Watson and Haney Place Mall were recipients. A total of $50,000 for them and various other businesses was approved for pri-

vate enterprise. Another $50,000 approved in 2012 went to the Lava Room restaurant and Smile Care Dentist Office, among others.

“This year my taxes went up $300, and I’m retired.” Maple Ridge taxpayers were unknowingly magnanimous in 2013 to the tune of $51,927, giving $10,000 to Mark’s Work Wearhouse and $10,000 to Capital West Insurance. In 2014, two beneficiaries of taxpayers’

largesse were Fuller Watson, $8,000, and A&W, $15,000. This is outrageous. Landlords, private property and business owners are responsible for their own upkeep. This year my taxes went up $300, and I’m retired. People are getting incensed at the constant money being poured into a relatively small area of Maple Ridge. As Mr. Strachan rightly pointed out, the majority of the population probably shop outside of Maple Ridge. Stop this taxpayer-funded nonsense now. Cherryl Katnich Maple Ridge

Vancouver has provided housing for homeless people in shipping containers, and Victoria last week approved so-called micro houses that are the size of a garden shed. These ideas are not lost on Maple Ridge City Hall, as it tries to end homelessness locally. The long-term solution will be a variety of housing and sheltering initiatives, said Mayor Nicole Read, and she has personally investigated some of these options. Janice Abbott is the CEO of the Atira Women’s Resource Society, which modeled shipping containers into apartments, stacked them two wide and three high, and created affordable housing units for some of the more elderly women who were living on the streets of Vancouver. Since then, she has been contacted by municipalities across North America, which are interested in Atira’s container housing, and any cost advantage

walled and furnished. They get full bathrooms and kitchens, some even have in-suite laundry. The cost is $72,000 per unit, and Atira already had property to accommodate 12. People moved in during the summer of 2013. Abbott believes this kind of housing is a critical element for communities trying to house a homeless population. “Shelters serve a purpose, but they’re not the best solution,” she said. “I’ve been doing this for 23 years, and people need to feel grounded. Most people – they need to feel secure.” Outreach workers meet with the women in the Vancouver container units. “We’re going into their housing,” she said. “But it’s light touch support.” Atira didn’t invent container housing, and looked at similar projects in the Netherlands, New Zealand and Great Britain. Abbott concedes some people “despise” container housing, terming it a way of warehousing the homeless. “But they can look like whatever you want them to look like,” she said. “You’re only limited by your imagination.” “They’re not cold and steel.” The City of Victoria last week approved micro-housing units, with peaked roofs and windows, as an affordable housing solution. Victoria proposes putting 35 to 50 of these semi-permanent structures on a one-acre site. “This is a First World country, we live in a capital city and there is absolutely no reason why our parks should be used in the way they are by people who are in desperate need of housing,” said Victoria Mayor Lisa Helps. The costs for any such project will run into the hundreds of thousands, and Read maintains that is a provincial responsibility. “Technically, that money needs to come from the province,” she said. “B.C. Housing is involved.” But the mayor said it will not help the city’s urgent housing need – spaces for the residents of the homeless camp on Cliff Avenue.

Fraser Health has apologized to doctors and staff at Ridge Meadows Hospital after the health authority razed trees and shrubs from the former main entrance. Fraser Health spokesperson Tasleen Juma said the trees were removed as part of repaving to create 41 additional parking stalls. Close to the entrance, she said most of the parking spots will be designated for drivers with mobility challenges. “But we are replacing the trees as well,” said Juma. They were planted near the former main entrance by a local physicians group to provide shade and beautification for patients and staff when the hospital was built in the 1950s. “Once outside what was the old main entrance there were beautiful trees and shrubs creating a shady, welcoming patio for the enjoyment of both patients and visitors,” Linda King said in a letter. “Now there is carnage, the lovely old trees cut down …” Juma said the health authority only learned afterward that the trees

‘Odd behaviour’ Cougar from front

“It is a bit of odd behaviour.” Kelly said it wasn’t a case of the cat just catching a dog that was running loose in the forest. This on “came right up to the house to get the dog.” That showed it didn’t have much fear of people. So far this year the conservation service has received a normal number of calls about cougars. But often, people mistake coyotes or bobcats for cougars. Lisa Matheson, who lives nearby, has seen cougars before in the area that adjoins

the UBC Malcolm Knapp Research Forest. “What was interesting for me, I took my [two] big dogs out last night at about 6:30 p.m.” They took off into the bush in pursuit of something, she said. Kelly didn’t know if the cougar was the same animal reported to have injured a dog in Golden Ears Provincial Park earlier in the week. “That’s impossible to say.” The distance from where that happened to Marc Road is about four kilometres. “Definitely within a cougar’s range.”

Police hope to seize illegal guns from gangsters by encouraging their friends, family, associates or even their rivals and lovers to rat them out. The new “Cash for Guns” campaign highlights the up to $2,000 reward that anonymous tipsters could get by calling Crime Stoppers to report an illegal firearm. The move comes in the wake of a long string of recent shooting incidents in Surrey linked to gang activity. Metro Vancouver Crime Stoppers executive director Linda Annis she doesn’t care if feuding gangsters blow the whistle on each other.

INFORMED: 2015 Fraser River Forecast Lower Flows Forecast for 2015 Have Come True This year we had a very mild winter and while there was lots of rain in the Lower Mainland, the snow pack along the Fraser River system was moderate, even low, in most places. The result is that unlike the past few years, the Spring Freshet, the term used to describe the annual melt of the snowpack along the river systems of BC, is quite mild. The Fraser River is higher than it was a few weeks ago as the warm weather in the interior has melted the snow that did accumulate in the mountains. While the levels are lower than past years, there’s still a strong current on the Fraser River, so you should be mindful while you are out enjoying our natural setting. The water level is up in the Kanaka estuary, but the forecast is that the water will recede over the next few weeks and is currently well below seasonal levels. Bottom line, stay safe, but it looks like 2015 is going to be a non-story for flooding.

The tents were up early Wednesday on a pleasant piece of city land on Selkirk Avenue, in the heart of downtown. Sunshine streamed in, a gentle breeze rustled the leaves above and homeless campers, while police and bylaws chatted about what happens next. People who were without homes had hoped to make the site, next to new condos and Haney Place Mall, their next refuge after a site near Eric Langton elementary was vacated the day before. But by afternoon, the Selkirk Ave. lot was again vacant and the homeless people had been pushed along, with some ending up on the old site of “the ghetto,” formerly Northumberland Court, on Fraser Street, two blocks off Lougheed Highway. The property, now vacant, once held a ramshackle collection of nightmarish drug suites and was bulldozed in 2011 after a long enforcement action by the city. Now, two tents were set up on one corner of the property. Bert Woldring was one who was planning to spend the night in that spot beneath the trees. He used to live in an old house, now demolished, on St. Anne Avenue. But so far, as street outreach workers, politicians and bylaw officers continue to seek solutions for homelessness, no one has found one for Woldring. He’s been on disability for three years after injuring his hand. He used to have a van, and used to be a cabinet maker. He’d welcome a permanent place to live, a room or a suite or apartment. “There’s nothing available,” he said. “We’ve been looking for a long time. “That’s what we want. We want housing. We want a place to call home.” He gets $906 a month on disability income, with $375 of that dedicated for housing allowance. But without a place to live, he can’t get the $375. And in addition to finding space for people, Woldring says there needs to be a place for

homeless people to store their belongings. Otherwise, they quickly lose them without a safe place. “How do you keep it safe? You end up losing everything,” he said. Edward Lakes was setting up his tent in the same place after being pushed off the Selkirk

Ave. lot. He’s been homeless for two months because medical expenses for his sick wife made it impossible to keep an apartment in Maple Court. He said homeless people have been threatened to be set on fire with gasoline, and attacked with baseball bats or shot.

The city’s bylaws department has been tough to deal with, he added. “They’re extremely rude and demanding – ultimatum,” he said. Get out, they told him, or we’ll take all your stuff. They gave them half an hour or they would back up a dump truck. See Housing, 14

Widening of 128th Avenue to start Morning and afternoon commutes protected, work done in two phases By Neil Corbett ncorbett@mapleridgenews.com

The city’s largest roadwork project will be under way in less than two weeks. Construction to build four traffic lanes on 128th Avenue will begin in June, but won’t interrupt drivers during their

morning and afternoon commutes. The tender has been given to King Hoe excavating for $8.8 million. For that, the city gets two lanes of traffic in both directions, street lighting, and a threemetre wide multi-use pathway for cyclists, pedestrians and other

non-vehicle traffic on the north section of the roadway. The route will ultimately be four-laned all the way from 210th to 224th streets. However, the first phase being completed this summer will widen the road only between 210th – which is the approach to the Golden Ears Bridge – and 216th streets. It is a distance of 1.5 km.

Widening from 216th to 224th streets will be completed during Phase 2 in summer 2016, on a new tender. There has been considerable work and traffic disruption on 128th Avenue, but that is to install a water main – work being done by Metro Vancouver. For the city’s roadwork traffic will be maintained in both directions, and by contract the lanes

cannot be blocked from 6-9 a.m. and 3-6 p.m. on weekdays. “We recognize that it’s a very important linkage,” said municipal engineer Dave Pollock. At other times of day, there will be a single lane for alternating traffic. Also, there will be a five-day full closure of the route in the middle of July. It will be necessary, to install large culverts at the intersection of 216th

St. and 128th Ave. The project’s first phase should be completed by November. Pollock agreed it is an expensive stretch of road, and the price was inflated by the need for drainage along the route. However, he said $8.8 million is actually lower than the pre-tender estimate for the job, and said King Hoe came in with a competitive price. “It’s not an inconsequential piece of work,” he said. The second phase of the project, next summer, will involve less drainage work and be less costly, Pollock added. He said the road is part of the major road network in Maple Ridge, and four lanes will help move east-west traffic quickly across the city. “This project will certainly help in providing a dependable route.”

Tracy Scott, who used to live in the Cliff Avenue camp, said the city doesn’t yet have accommodation for them. “But in the meantime, we still need a place to sit.”

Her mother, Teodora Leaf, said the district should be trying to expand SRT. “Don’t we want our kids to be able to walk to school,” she asked. “When we went to high school, we could sign up for a course and get it. Kids are taking these classes not because they want them, but because they need them [as postsecondary requirements]. It’s very discouraging.” Members of the public were allowed to write on post-it notes and leave them on the wall next to a poster showing the redrawn boundaries. One note from a single mother said her children were a five minute walk from SRT, but would have to catch two buses in order to get to Garibaldi if the school boundaries change. Another post from a parent said

more people would have protested the elimination of regular school bus service if they knew the school catchments were about to be redrawn. Sabrina Mattson, a parent of SRT students, agreed that reducing the student population will affect the number of courses that can be offered, but could also impact athletic teams, extra-curricular activities and the culture of the school. She said the board should bolster the student population at Garibaldi, which already offers an International Baccalaureate program, by providing other choice programs, instead of redrawing boundaries. School Board chair Mike Murray cautioned against the public presuming negative effects from the board’s proposed changes. “Before we make any changes, we’ll have to see what the impacts will be,” he said. “These are not

draft recommendations, these are ideas we’re considering.” He stressed that the board will not move students from a school they are presently attending to a new school. The changes in school populations would take place slowly, over time. “This is evolutionary, not revolutionary,” said Murray. Other proposals resulting from the facilities review include an early French Immersion program at Maple Ridge elementary, a fine arts academy at Garibaldi, a new horticulture trades program, an expanded International Baccalaureate program and new school boundaries for Pitt Meadows elementary schools. The board had more than 800 online responses to its survey on facilities. Fewer than 100 people attended the open house. Wednesday’s presentation will be available on the board’s website (www.sd42.ca), and a new survey will get feedback on these more detailed proposals. It should be available by next week.

Hospitals remain severely congested in Fraser Health and, by some measures, the problem has worsened, despite repeated vows in recent years to improve conditions. Three years ago this month, a 2012 congestion review warned hallway medicine was so rampant in Fraser that staff were “resigned” that the jammed conditions would remain “intractable.” At that time, just 51 per cent of patients admitted through emergency were getting a bed within 10 hours. As of April 2015, that measure has worsened to 35.1 per cent of patients getting a bed within the 10-hour benchmark, down from around 40 per cent for most of the last year. It means two-thirds or more of patients now wait longer than 10 hours at hospitals, including Ridge Meadows Hospital. The target for timely access to a bed has actually been lowered over the years. Today, Fraser is only aiming to get 55 per cent of patients into a bed within 10 hours. In 2011, the health ministry gave Fraser a goal of 67 per cent rising to 90 per cent by 2013. But with the health region falling far short, the province eliminated those targets from subsequent health authority service plans. Fraser is currently

A 2012 congestion review warned hallway medicine was so rampant in Fraser Health. averaging 222 patients across its hospitals who’ve been admitted but not yet given a proper bed and are instead being treated in ERs, hallways, lounges or other non-acute care areas. That’s the highest level since 2011 and above a target of 165 or less. The health authority’s May report card shows other measures of how long patients stay in hospital are also much worse than the region’s goals. Fraser’s new strategic and operational plan, completed last year on orders of Health Minister Terry Lake, was supposed to find new ways to decongest hospitals. Fraser Health president and CEO Michael Marchbank said he expects to see some improvement by fall but he is not banking on swift change. “It’s going to take a lot of hard work and a lot of time to begin to move that needle,” he said in an interview. Marchbank noted Fraser added $5 million this year for more staff to help move patients

through the system more quickly or divert them from emergency to other options when appropriate. He insisted acute care decongestion “is definitely a focus and a priority for us.” Much of the region’s current strategy is aimed at areas outside of hospital: providing more community support, home support and increasing home nursing where required. As more capacity in the community comes on

stream, it’s hoped there will be fewer people in hospital occupying beds and clogging the flow of incoming patients. “Somebody might get an extra hour or two a day of support in their home and it might prevent them from going to an emergency department or moving to higher levels of care,” Marchbank said. “I think that’s the area that will show some of the greatest return.” A report released last week by the Integrated Care Advocacy Group argued government claims of shifting the emphasis to community care has so far been mainly talk rather than action, with the number of seniors receiving home support virtually unchanged in a dozen years, despite a doubling in the number of B.C. seniors. ‘Slowing foreign buying would deal economic blow’ Premier Christy Clark has issued a warning that demands for new taxes to rein in rising real estate prices could have serious undesired effects and are largely rooted in mistaken perceptions. She was responding to a call from Vancouver Mayor Gregor Robertson for the province to charge a higher Property Transfer Tax on the most expensive properties, create a speculation tax on short-term flippers, and give cities more power to track ownership and discourage the practice of leaving investment homes vacant. “It’s important that we consider any actions carefully to make sure we are helping firsttime homebuyers get into the market while protecting the equity of existing homeowners – not just simply raising more taxes for government,� Clark said in a letter to Robertson. Driving down home prices 10 per cent would mean an $800,000 home losing $80,000 in equity and Clark said that could put some residents with large mortgages underwater. Clark noted local buyers, not foreigners, are responsible for most real estate activity in the region. “For many individuals and small businesses, this is a source of investment income.� The premier said the province is actively looking at what it can do. But she suggested the City of Vancouver can do more itself to address affordability by reducing civic fees and levies that add up to more than $76,000 of the price of a new $450,000 condo. “Beyond any new taxes to curb demand, there is also the option of increasing supply through better land-use planning,� Clark added. The B.C. Real Estate Association estimates foreigners account for no more than five per cent of home ownership and real estate activity in the region.

A finance ministry analysis of the issue said Metro Vancouver detached house prices are being driven up largely because of rising demand and shrinking supply, as older houses are knocked down to build townhouses or condos, which have seen much slower appreciation. B.C. could follow other jurisdictions like Singapore, London and Australia that charge foreigners stiffer property transfer taxes or other taxes. Foreigners also need approval to buy houses in Australia and Singapore, where prices have stabilized but still aren’t considered affordable. If foreign home buying was sharply pared from the estimated five per cent of Metro home sales now to one per cent, it said, the improvement in firsttime buyer affordability would not be significant because of the concen-

tration of offshore buying in high-end homes. But it estimates such policies would wipe out $1 billion a year in residential real estate sales, causing a 1,400-unit plunge in home building and the loss of 3,800 jobs in the construction and real estate sectors. “Roughly $350 million in nominal GDP would be lost. This translates into about 0.2 per cent of B.C.’s economy.� And the ministry warned foreign home buying restrictions could “send mixed messages� to potential business partners and compromise government efforts to welcome foreign investment in other industries, such as LNG. Even that might not actually reduce home prices, the analysis said, suggesting “drastic measures� targeting both residents and non-residents would be needed to achieve a 10 per cent cut in home

prices. Success would mean erasing $60 billion in home equity across Metro Vancouver, or an average of $85,000 per property, it said. In addition to more densification, the finance ministry said the federal government could do more to discourage property speculators by taxing their profits as income instead of capital gains in some cases, ensuring capital gains are correctly reported and that flipped investment homes aren’t falsely claimed as primary residences. The real estate association recommended against any curb on foreign investment in housing but suggested government monitor it by requiring a residency declaration on land transfer forms. B.C. doesn’t track foreign ownership and critics say a lack of data hinders debate on reform.

Metro Vancouver’s garbage incinerator has cut its emissions by 53 per cent since completing a major pollution control upgrade over the past year. The $7-million retrofit by plant operator Covanta means the plant’s nitrogen oxides emissions now make up 0.4 per cent of the total in the region, down from 0.8 per cent. That’s just over one third of the emissions allowed under the current limit set by the provincial government, according to Metro. The plant is still awaiting a new operating certificate from the environment ministry – Metro’s application for one was challenged by the Fraser Valley Regional District, which

demanded tougher pollution controls. The waste-to-energy plant is also reporting a major drop in revenue in 2014. It took in nearly $5.5 million from selling electricity, but that’s down from $7.4 million in 2013. Power generation was offline for part of the year because of repairs to a failed turbine blade, and a new electricity purchase deal is now in effect with B.C. Hydro that pays Metro lower prices than before. The earnings picture for the Burnaby wasteto-energy plant, run by Covanta, has deteriorated since 2010, when it took in a combined total of $11 million from selling electricity to the grid and steam to an adjacent industrial plant that has since shut down.

With no buyer for the more lucrative steam, the WTE plant retooled to generate strictly electricity. It also grappled with higher operating costs in 2014 to truck fly ash to Alberta because some loads had failed cadmium tests for B.C. landfill disposal. Metro officials say the plant remains by far the most cost-effective method of disposing of garbage, compared to using the Vancouver Landfill or trucking

it to the Cache Creek Landfill, which the region wants to stop using in favour of a new waste-to-energy plant. Metro solid waste manager Paul Henderson said the disposal cost is about half the amount per tonne to haul waste inland and dump it at Cache Creek. The existing incinerator burns about 285,000 tonnes of garbage a year and a new one – if approved – could take another 370,000 tonnes.

B.C. strawberry growers are enjoying a very early crop and blueberry farmers are about to join them. A mild winter and a warm, dry spring has been ideal for growing quality blueberries much sooner than usual, says Jason Smith, an Abbotsford blueberry farmer and chair of the B.C. Blueberry Council. “I’ve heard that some growers may start around the 15th of June in the eastern part of the Valley,” Smith said. He expects many blueberry farms will be producing by about June 20-25 – well ahead of the typical start of the season between the end of June and July 5. Smith said there’s some risk the season could end earlier than normal as well if the weather stays mostly dry. “If I could control the weather I would love to see a good strong inch of rain now, a good strong inch of rain in one week and then good, warm, dry weather around 25 to 27 degrees.” Some strawberry farms began selling around May 18. Richmond strawberry farmer Bill Zylmans said he can’t remember

his family ever harvesting this early since they started growing in 1952. “We didn’t have a winter, so the plants didn’t go dormant,” he said.

Hospital transfers Unionized drivers who transfer patients between Lower Mainland hospitals or clinics are now on strike against employer SN Transport. The 115 employees voted last summer to join CUPE but union officials say efforts to negotiate a first contract have been stymied since then. They say the key issues are compensation and lack of scheduling.

Air quality improves Air quality in Metro Vancouver has improved considerably over the last decade despite the region’s growing population. That’s one of the findings of Metro’s annual Caring for the Air report, which says the emissions of major pollutants that cause smog or harm human health have continued to decline. Many of the gains are due to reduced emissions from improved vehicle technology and from the shift to low-sulphur marine fuel by ships.

Metro officials say they’re committed to continual improvement. The region has targeted older heavily polluting off-road diesel engines in recent years with a system of fees and rebates for retrofits. Water sprinkling rules Lawn sprinkling restrictions are now in effect in Metro Vancouver. Conservation is more important this year because of the record low snowpack in surrounding mountains, according to regional district officials. Lawns can be sprinkled from 4 a.m. to 9 a.m. only on specified days. Those are Monday, Wednesday and Saturday for even-numbered residential addresses and Tuesday, Thursday and Sunday for odd-numbered homes. Metro has banned evening lawn sprinkling since 2011. Seasonal restrictions apply from June 1 to Sept. 30 and can be tightened if conditions warrant. Per capita water use in the region has dropped 27 per cent since 1993.

Local housing prices rising again By Kevin Gillies

M

ay real estate board numbers show that benchmark housing price growth in Pitt Meadows continues to outpace Maple Ridge, while both markets, and the entire region, continue to experience one of the best spring real estate markets in years. And the Real Estate Board of Greater Vancouver says a hot spring Metro Vancouver real estate market continues to put upward pressure on home prices, particularly in the detached home market. The benchmark price for a single-family detached home in Pitt Meadows in May jumped 2.6 per cent — to $554,100 — from the previous month; and 10.2 per cent a year ago. By comparison, the benchmark price for a single-family detached home in Maple Ridge jumped 2.2 per cent to $499,100 from April; and 6.8 per cent a year ago. Similar jumps in housing sales prices are being reported around the entire Greater Vancouver region. “We continue to see strong competition for homes that are priced right for today’s market,� Darcy McLeod, REBGV president said. “It’s important to remember that real estate is hyper local, particularly in a seller’s market. This means that conditions and prices vary depending on property type, neighbourhood, and other factors.� The sales-to-active-listings ratio in May was 32.9 per cent, which is the highest the ratio has been in Metro Vancouver since June 2007 and indicates a hot spring housing market. Locally, the single-family detached house market is doing better than townhouse and apartment markets in the North Fraser area, although Pitt Meadows prices continue to outpace growth in Maple Ridge’s townhouse and apartment markets. The benchmark price for a Pitt Meadows townhouse grew 2.1 per cent to $359,600 since April, and by 9.6 per cent over the past year. By comparison, the benchmark price for a Maple Ridge townhouse actually dropped 2.2 per cent since April — to $278,500; but grew a marginal 0.3 per cent since a year ago.

Locally, the single-family detached house market is doing better than townhouse and apartment markets.

The local apartment market numbers showed a slight increase in benchmark prices, with Pitt Meadows and Maple Ridge prices increasing by 2.1 and 1.1 per cent respectively over the past month. The benchmark price for a Pitt Meadows apartment was $258,200 while a Maple Ridge apartment went for $173,800. Over the past year Pitt Meadows and Maple Ridge benchmark apartment prices increased by 7.1 and 3.9 per cent respectively. The number of single-family detached home listings in Pitt Meadows and Maple Ridge dropped from 250 in April to 210 in May. The MLS Home Price Index composite benchmark price for all residential properties

in Metro Vancouver is currently $684,400, which represents a 9.4 per cent increase compared to May 2014. “While the supply of homes for sale remains below what’s typical for this time of year, our region continues to offer a diverse selection of housing options at different price points,� McLeod said. “This diversity within the housing stock is part of what’s driving today’s home sale activity.� New listings for detached, attached and apartment properties in Metro Vancouver totaled 5,641 in May; representing a five per cent decrease compared to the 5,936 new listings reported in May 2014. The total number of properties currently listed

for sale on the region’s MLS is 12,336, a 23.2 per cent decline compared to May 2014 and a 0.8 per cent decline compared to April 2015. McLeod said that Metro Vancouver home sales surpassed 4,000 in May for third consecutive month. Besides local markets, the REBGV numbers also include properties in Whistler, Sunshine Coast, Squamish, West Vancouver, North Vancouver, Vancouver, Burnaby, New Westminster, Richmond, Port Moody, Port Coquitlam, Coquitlam, New Westminster and South Delta. The Maple Ridge Burrards improved to 2-3 on the season with a 9-7 win over the Langley Thunder on Tuesday night. Tom Johnson led the scoring with a goal and four assists. Ben McIntosh returned from the NLL playoffs, and had three goals and four assists. Coady Adamson had four points with three big goals – all of them scored in the final nine minutes, when the game was on the line. Newcomer Dan Daylor had a goal and four points, and has been a spark on offence since his arrival. The WLA squad split a weekend trip to Vancouver Island, losing a heartbreaker 12-11 to the Victoria Shamrocks,

but beating the Nanaimo Timbermen 16-10 – their highest goal total since June 2013. Victoria got out to an 8-3 lead, but Ridge had the game tied at 11-11 with a minute and a half to play. Victoria got the game winner with 17 seconds on the clock. Taylor figured in the scoring, with three goals and five points. Johnson and Adamson both scored twice, and Adamson, Connor Goodwin, Ulysses Toulouse, Andrew Murphy and Mike Murphy each had three points. On Sunday night the Burrards put up one of their biggest offensive outbursts, as Goodwin had nine points on three goals and six assists. Taylor, the game’s first star, had four goals and seven points. Nick Stone had a goal and eight points, while Mallory scored four and had five points. On Sunday they will face New Westminster at Planet Ice, at 6:45 p.m.
