Chamaecyparis pisifera 'Baby Blue' Help!!

Hi,

I planted two Chamaecyparis pisifera 'Baby Blue' trees last year, overall they have been growing well. Just recently I have noticed that the back lower foliage has turned orange/ brown in color and feels dry. What could be the possible causes of this? Just recently we had a lot of rain in a short amount of time could this be causing it?

Is there any possible solutions in saving the trees? Should I shear off the dead looking foliage?
