Chamaecyparis lawsoniana 'Elwood's Pygmy' .??

I bought two of these 3 1/2 years ago. They were about 15" tall when I bought them and they were supposed to be dwarf and grow 2-4" a year, which is what I wanted. As you can see from my photo it is not a dwarf! Nor is it's equal in size mate. Both are at least 7' tall.
They are qcuite beautiful with their stunning blue foliage, but I can't keep them much longer as they will soon overwhelm their tiny planting bed.
I saw on the ACS website that growers, by using the strongest shoots to root, are producing plants that are no longer dwarf. If that's the case, I really think they need to stop! I feel quite victimized by this.
Here are two other plants I bought about the same time, 3 1/2 years ago, and they seem to be maintaining their dwarf status.
Ch. lawsoniana 'Elwood's Pillar' at just less than 3' tall (the photo makes it look way bigger than it is)
Tsuga mertensiana 'Bumps Blue' at about 3' tall.
