Very nice shade of blue. I wonder if those Mexican spruces suffer from needlecast? I'd guess they would not because Mexico has a humid monsoon-type summer..
Fascinating. I'm not especially into blue conifers but I could find a place for this. Grafting onto Picea abies, as with A. firma grafting of firs, presumably avoids the issues of root rot that often plagues alpine plants growing in non-alpine climates. Can you reveal who sold this to you?
Of course, with spruces, Pices abies might be a dominant choice for understock, I don't know.
